Minutes of the Forum Meeting & AGM held on Wednesday, 10th April 2024,

1. Attendance.

2. Minutes.
The minutes of the previous meeting were agreed as an accurate record.
Matters Arising - there were no matters arising

3. Treasurers Report.
Our Treasurer, Terry Whitehead, was unable to attend the meeting but he advised that the current account bank balance stands at £668.65, which includes £190.40 allocated to Friends of Stanton Hill (FOSH).

4. Reports from Working Groups.
Planning & Environment - Richard Goad
Our referral of ADC to the local council ombudsman in relation to the granting of planning permission for land adjacent to Norcroft, Wild Hill, had been rejected on all counts – which was extremely disappointing.
Whilst there are lessons to be learned, given that we cannot afford to initiate a Judicial Review process, the Local Government ombudsman is our only option for holding ADC to account for decisions that we believe have not followed the correct Teversal, Stanton Hill and Skegby Neighbourhood Forum www.tssneighbourhoodplan.org procedures
Pear Tree Lane, Teversal – the site has been cleared, but construction has not yet begun and there has been no work carried out on the lane itself Silverhill Lane caravan park – the Forum’s objection to the conversion of the site to a 100% static lodge site has been submitted
Persimmon Homes development adjacent to Crompton Street, Fackley – we are expecting the developer to appeal against the council’s rejection of the planning application, but nothing has appeared so far
Station Farm, Pleasley Road – we ae expecting an appeal, but nothing has appeared so far
Whiteboro Farm – the retrospective planning application was rejected, and the developer has appealed, but no final decisions has been made by the inspector
Tibshelf Road - the planning application was rejected, and the developer has appealed, but no final decisions has been made by the inspector
Footpaths –the two footpaths running through Skegby Bottoms have not yet
appeared on the definitive footpath maps
The Forum continues to have major concerns regarding the lack of educational and
medical services to support the ever increasing number of dwellings in the Neighbourhood Plan area. It was suggested that we invite a representative from the Nottingham & Nottinghamshire Integrated Care Board to attend a meeting of the Forum to discuss their plans and answer questions from the public.
Richard Goad will raise this at the next meeting of the Skegby and Huthwaite Surgery patient representative group.
It was also agreed that these issues should be put to the two parliamentary candidates who will be attending the Friends of Teversal event on April 26th

Richard also identified the following environmental topics that we may wish to consider for future activities and meetings (although some may overlap with the Climate Change & Sustainability group):-
Shared energy, Solar Panels, Ground source heating, Electric cars / charging points,
Green Space, Flooding, Noise / Air / Light pollution, Sewerage Treatment /
Overflows, Road potholes, Grass verge management
Jane Cooper advises that she is working for Galiford Try, who are carrying out
improvement works to the Skegby Sewage works off Dawgates Lane, and she
offered to arrange a visit to the site for a group from the Forum.

Friends of Stanton Hill (FOSH) – Jane Cooper
Jane advised that the working group was currently dormant due to lack of interest.
The yarn bombing activity has been passed to Teversal Visitor Centre.
The Co-op garden would continue to be maintained by Doug and Vera Edwards.
The Remembrance Day poppies would still be put up each year.
The last litter pick had been very poorly supported.
Jane agreed to approach Healdswood school to see if there was any support from
the school for getting children involved in litter picking, but she did highlight that H&S
and DBS requirements might prevent this

Heritage – Lynn Henstock
Lynn had no additional comments (see footpath item under Planning).
The next meeting of the Teversal Heritage Group will be on April 25th at 2pm in
Teversal Manor Room

Climate Change & Sustainability & Public Transport – Mike Vardy
Andrew and Mike had proposed that the Public Transport Group would be merged
with the Climate Change & Sustainability group, given their very heavy overlap.
The Food Share scheme continues to thrive, with the staff at Skegby Library now
very supportive, and increased supply of items from Stanton Hill Co-op.
Alongside the Food Share, “A Place of Welcome” has been established, providing
free tea and biscuits, allowing residents to meet and socialise, as well as providing
low-level ‘sign-posting’ on local services, finances, health matters, etc.
There could be additional money available from the newly created East Midlands
Regional Mayor to help with local public transport needs.

5. Any Other Business
Mike Vardy requested for someone to take over the task of the Neighbourhood Plan Redesignation’ that is due before the end of 2024.
It is not a major task, but does require some administrative activity.
It was agreed that we should look at creating an addendum to the Neighbourhood Plan to clarify and tighten up certain areas of the plan – this would need approval at a suitably convened meeting, but would not require a referendum. It would help bring the Plan up to date and also make any references to the Plan in our Planning Objections simpler and more straightforward.

6. Next Meeting.
The next Forum meeting, will be held on Wednesday July 3rd from 7.00 pm, in the
Manor Room, Teversal Village.

Attendees were thanked for their input to the meeting which closed at 9.10 pm.
The Forum is recognised by Ashfield District Council as the representative body for Skegby, Stanton Hill and Teversal and Forum working groups are dealing with a number of issues affecting our area.
